  15. Pulling the Plug On Gandhi

  17. <p>    Civil servants were cowed by government edict into turning
  18. up for work, but most of India's labor force stayed away, as
  19. opposition parties held a daylong general strike last week to
  20. demand the resignation of Prime Minister Rajiv Gandhi. Almost
  21. all factories and shops were closed, and travel was brought to
  22. a near halt across the country. The arrests of tens of thousands
  23. limited violence, but twelve people died as rival political
  24. groups clashed with one another and the police. The strike was
  25. intended to show just how disenchanted Indians are with a leader
  26. once dubbed "Mr. Clean." Gloated V.P. Singh, Gandhi's main
  27. challenger: "We have come out winners."

  29. <p>    The Bharat Bandh (Close India) strike was the opposition's
  30. second major action this summer against the Prime Minister. In
  31. July 104 members of Parliament resigned to protest an a-lleged
  32. $50 million government kickback scheme in a $1.3 billion
  33. purchase of Swedish arms for the Indian army. Gandhi is not
  34. likely to step down before the general elections expected in
  35. December. But most observers see the mudslinging as the start
  36. of a dirty and bitter campaign.
